Quintain begins public consultation on continued regeneration of Wembley | 29/04/2008

  • New plans being developed for land either side of Olympic Way

  •   Opportunity for a new community park, possibly a primary school, a new civic centre and community hub for Brent Council and new jobs, shops and homes

  •   Public exhibition to run from 17-24 April at the Foyer of Wembley Arena

 

 

Quintain Estates and Development plc – the company leading the changes of Wembley – today revealed details of its first public consultation about the continued regeneration of the area.  Quintain is exhibiting information about what is currently happening and focussing on new ideas for the land either side of Olympic Way.

 

 

Nick Shattock , Quintain’s Deputy Chief Executive, said:

 

“This is a hugely important area, linking the Arena and Stadium to WembleyPark Station either side of Olympic Way.  It is currently dominated by old industrial or office uses and large retail parks, which bring limited benefit to the people of Wembley and provide no community facilities.

 

“We want to prepare a new plan to create more jobs and homes, new shops, a new park and, if appropriate, a primary school or other educational provision.  We could also host a new civic centre and community hub for Brent Council, together with new squares and public spaces, opening up the area for everyone to enjoy.

 

“We very much hope that people will take the time to come and see this exhibition or visit our website www.YourWembley.com and give us their comments.  We will remain in Wembley for the long term and understand the importance of consulting with the community in advance of any planning application being made. Over 6,100 people participated in the Stage One consent and their feedback is now being translated into 6.3 million sq ft of new development. We hope that the local community will participate as enthusiastically in this second phase as they did in the first.

 

“After we have had time to consider the comments we receive, we will return with a second public exhibition in the Summer to explain how our plans have moved on.”

 

 

The regeneration of Wembley is already underway, with new jobs, shops, homes, restaurants, leisure and community facilities being created around the Stadium.  To date Quintain has already invested £350m into Wembley.  The site has been cleared and the £35m refurbishment of Wembley Arena is complete.  Arena Square and the Square of Fame are successful, the first residents move into the area later this year and work is now starting on the new Hilton Hotel, the student accommodation scheme and the second residential building.

 

The development of plans for this new area is in line with Brent Council’s vision to transform Wembley into one of London’s brightest, most vibrant and successful places, where existing communities benefit from Wembley’s millions of visitors a year and which responds appropriately to the scale of the new Stadium.


 

The emerging new plans could include the following:

 

1.      A new shopping street, parallel to Olympic Way which will provide for the everyday needs of local people, include smaller independent shops and boutiques and complement the designer fashion shops along Wembley Park Boulevard.  It would be fantastic for example to attract Marks & Spencer back to Wembley. 

 

2.      A range of cafés, coffee shops and restaurants with a wide choice to suit different tastes and cultures.

 

3.      Major improvements to Olympic Way , which will continue to act as the major route for visitors to the Stadium, so that the area functions well both during major events and at all other times.  New open spaces offering a variety of characters will be introduced with new planting.

 

4.      A new primary school or other education provision could also be provided, together with its own play space and facilities, if this was felt to be appropriate here.  This would be in addition to the £9m of contributions to education in the Borough, already committed to be made by Quintain.

 

5.      A new community park, Wembley Park , supplemented by smaller courtyards and public squares including new public art, linked together by a new street network with dedicated space for cyclists and pedestrians.

 

6.      A new Civic Centre and Community Hub for Brent Council .  Brent’s new Civic Centre could be featured, which would include modern offices, a new central library and learning centre, community meeting and performance spaces, an assembly hall and exhibition space.

 

7.      Thousands of new jobs across new office space, hotels and the shops and restaurants.  These will be supported by training and job brokering services to ensure that local people benefit from these opportunities.

 

8.      New housing , with a range of studios and 1, 2, 3 and 4 bedroom apartments to include a substantial proportion of affordable housing.  Homes will be designed around community courtyards, with different residential districts offering a distinct look, feel and character, including provision of larger homes for families.

 

9.      New nursery and childcare provision as well as children’s play facilities and informal games areas.  This could include swings, climbing frames and soft play areas, basketball nets and kick-about areas.

 

10.  New parking will be strictly limited and controlled by Quintain and we will continue to encourage the use of public transport.  Buses will go into the heart of the area and a car club will also be in operation.  Dedicated spaces for the disabled as well as those travelling with young children will be provided with new cycle parking too.

 

11.  Appropriate building heights which respect the low-rise nature of some of the surrounding streets as well as the size and bulk of the stadium and some existing office uses.

 

12.  Highly sustainable development , through excellent design and the use of a range of technologies to achieve reductions in carbon emissions.  Quintain are the current Property Week Sustainability Award winners and are advocates of the Code for Sustainable Homes, including the delivery of energy efficient buildings part-powered by energy from renewable sources.

The current planning consents at Wembley , for both Quintain and also the London Development Agency, will deliver:

  • A new Wembley Park Boulevard, as long and as wide as Regent Street, with pedestrian priority and lined with a range of restaurants, cafés, bars, leisure facilities, shops and a 441 bedroom, international standard Hilton hotel.
  • New designer fashion outlets and sports stores, to add a unique shopping offer at Wembley.
  • Connections from Wembley Park Station right through to Wembley High Road, across the new White Horse Bridge.
  • 6,900 jobs, offering long-term employment to local people.
  • 4,307 homes for around 10,000 people, including new affordable housing.
  • Accommodation for 656 students, a nursing home for 90 people and facilities for 20 people with special needs.
  • Major new public squares, including Arena Square, First Square, Stadium Piazza and Station Square.
  • A new multiplex cinema and other leisure facilities, including ten pin bowling .
